Yes. It's the same thing with federal pensions. The money gor the ss checks for October and November are already allocated. No borrowing would be involved for those that I can see.

SS is funded by payroll taxes which are not affected by the shut down or the budget and are in a separate pot. In theory the shut down could affect delivery because of lack of staff. But since they are electronic...

Personally I think Yellen is trying to put the fear of God in congress which is not a bad thing as such.
